Okpebholo orders zero tolerance on promotion arrears in Edo Civil Service
BENIN CITY — The Edo State Government has moved decisively to end long-standing promotion arrears in the State’s Civil and Public Service.
The Office of the Head of Service (OHOS) on Monday convened a high-level stakeholders’ meeting to chart an implementation strategy for achieving the administration’s zero arrears mandate.
Held at the John Odigie Oyegun Public Service Academy (JOOPSA), the one-day engagement brought together permanent secretaries, heads of ministries, departments and agencies (MDAs), directors of shared services, and other senior administrative officials to discuss actionable measures to eliminate backlogs and ensure timely promotions.
Addressing participants, Head of Service Dr. Anthony Okungbowa said the directive was rooted in fairness, productivity, and the broader transformation of the State Public Service.
He noted that Governor Okpebholo recognises civil servants as central to implementing government policies and the SHINE Agenda, and is committed to ensuring they are duly motivated.
Dr. Okungbowa disclosed that all outstanding promotions are expected to be resolved by the end of the second quarter of 2026.
He emphasised that going forward, deserving staff will be promoted promptly.
“It is important to the Governor that every civil and public servant receives his or her due reward for hard work and commitment to duty.
Delays in promotions lead to dips in productivity, and the Government is determined to change this narrative,” he said.
The HOS stressed that the meeting aligns with the administration’s collaborative, homegrown approach to reform, aimed at restoring confidence and improving performance in the Public Service.
He urged MDAs to adhere strictly to the recommendations to achieve the zero promotion arrears goal.
Permanent Secretary, Directorate of Human Resources, Mrs. B.J. Igbinobaro, described the initiative as timely and crucial for morale.
She revealed that concrete timelines were agreed upon to prevent future backlogs, with the promotion process for eligible staff set to commence by 1st July 2026.
Evaluation exercises and briefings are to conclude by the end of the second quarter, while promotion letters are expected to be issued by August.
Mrs. Emokpae Rita, Director of Administration and Supplies, Civil Service Commission, lauded the engagement, noting that proper documentation, structured evaluation processes, and timely implementation would ensure civil servants receive their benefits promptly, boosting motivation and service delivery across the State.
